      ConocoPhillips Rodeo Expansion Finishes in 2009 (Update1)2008-03-12 16:07 (New York)    By Jordan Burke
           March 12, 2008 (Bloomberg) — ConocoPhillips, the second-largest
      U.S. refiner, expects to complete the expansion of its refinery
      in Rodeo, California, by the end of 2009.
           The work may raise crude processing capacity by 7 percent
      to 8 percent,
      Larry Ziemba, the company’s president of U.S.
      refining, said today at the Hart World Refining & Fuels
      Conference in San Diego.
           “The global cost of doing projects has really gone up,”
      Ziemba said. “We won’t move ahead on our plans unless we have
      good economics to support the plan.”
           During the expansion, the company will also perform a
      “turnaround for tying the plant together,” he said.
           The refinery, which is located near San Francisco, is
      processing 125,000 to 130,000 barrels of crude oil a day, Ziemba
      said.
           Valero Energy Corp. is the largest U.S. refiner. *
