      ConocoPhillips plans Montana refinery expansion

      ConocoPhillips is interested in increasing the capacity of its refinery in Billings, Mont., by 16 percent, a state official says.

      Jim Hughes, a specialist with the Montana Department of Environmental Quality, said officials from the company met with him Wednesday to discuss the project, which would raise the plant’s maximum operating capacity to 71,000 barrels a day from 61,000 currently.

      They’re going to change out their old crude unit and replace it with a new unit,” Hughes told Bloomberg News.

      Hughes said ConocoPhillips officials told him they plan to submit permit applications for the expansion by the end of February. The project would be completed in 2011.

      Houston-based ConocoPhillips had no comment. The Billings refinery is the second-largest in Montana, behind Exxon Mobil’s facility in Billings.

      The COP Billings Refinery is going to do 16% expansion (+10 MBD crude charge) by 2011 by replacing an old crude unit. This should also increase the coker charge & production rates.
       
      This should only require tweaking the coker cycle times or minor debottlenecking & not modification/addition to coker unit –  unless there is also a significant shift to the Heavy Canadian Bitumen crudes ….. and even that will not be large change do to heavy crudes already in todays crude slate (ie: Montana & Wyoming sour crudes along with some Canadian Bitumen crude).
