IOC to commission Paradip refinery by Mar 2012
PRESS TRUST OF INDIA /  STAFF WRITER  New Delhi, Oct 19, 2010 (PTI)State-owned Indian Oil Corp (IOC) today said its Rs 29,777-crore Paradip refinery in Orissa will be commissioned by March 2012 and will cater to domestic market rather than exports as previous thought, due to rise in fuel demand at home.

“We will hardly be doing any exports from Paradip as the entire production will be consumed in the domestic market,” IOC Director (Refineries) B N Bankapur told reporters here.

The refinery was originally planned to export at least 2.05 million tons of petrol and 124,000 tons of naphtha out of its yearly output of 15 million tons.

“But with petrol demand growing by 13-14 per cent and diesel by 8-10 per cent, I don’t think we will be left with any product to export,” he said.

The refinery will produce 5.97 million tons of diesel, 3.4 million tons of petrol, 1.

Here is update on IOC Paradip (sometimes called Paradeep) Grassroots Refinery to be commisioned Mar 2012.
 All units online by Nov 2012 (including ~80 MBD coker @ $350MM cost not mentioned in this article). The previous project update was at bottom of one Koyali Refinery 2010 Coker or Haldi Refinery 2012 Coker (both FW coker Tech license?) addition projects news release.
 
IOC signed long term loan agreement with State Bank of India in May 2009. Jacobs Engineering is doing (2009 contract) the EPC work on Refinery & Coker. Civil construction & ordering long lead items began in ~December 2009.
 
As this article mentions it was orginially set to export products (much like Reliance Jamangar’s expansion) but will now be focused on domestic fuel demand.

The Minister of State for Petroleum & Natural Gas Smt. Panabaaka Lakshmi informed the Lok Sabha in a written reply on March 4 that Indian Oil Corporation Limited (IOCL) is setting up a 15 MMTPA grassroot Refinery at Paradip in Jagatsinghpur district of Odisha, which is at advanced stage of construction. Outlook of completion of the project is November, 2013. “The IOCL has informed that construction of the Paradip Refinery has generated employment for about ten thousand skilled and unskilled people of nearby areas thereby impacting their social and economic life”, the Minister added.
 
She explained that IOCL has taken various Corporate Social Responsibility (CSR) works in the surrounding areas to improve the quality of the local people. Some of them are:
? Installation of Deep bore well hand pumps for drinking water.
? Illuminations of Village roads.
? Health services through periodical medical camps.
? Construction/improvements of village roads.
? Construction of class rooms, supply of education kits / lab equipments and computers to village schools.
? Coaching/Training in sewing & tailoring and local handicrafts & free supply of sewing machines to the trained girls.
? Construction of Cyclone Centers (Multi Purpose halls).
? Medicines to the District Red Cross Society for the benefit of BPL families.
Smt. Lakshmi also said, the amount spent by IOCL, during last three years for developmental activities in the villages surrounding Paradip Refinery is as under:
