<FYI – Here is Dow’s latest (Aug 2009) US/Canada Refinery Turnaround list which answers some questions on coker project updates (although it is not a complete list as Dow points out)- CER Comments>:

US Refinery Status: Total Restarts Unit At Port ArthurAugust 17, 2009  DOW JONES NEWSWIRESThe following table lists unplanned and planned production outages at U.S. refineries as reported by Dow Jones Newswires. The information is compiled from both official and unofficial refining sources and doesn’t purport to be a comprehensive list.
Most recently, Total SA (TOT) has restarted a condensate splitter at its Port Arthur, Texas, refinery, according to a filing with environmental regulators. Last week, Total suffered a power outage at the chemical plant at the refinery.
Citgo Corp. has shut down a hydrotreater at its Corpus Christi, Texas refinery over the weekend, according to a filing with state environmental regulators.
ConocoPhillips (COP) reported a process upset at its Borger, Texas, refinery Sunday night, according to a filing with state environmental regulators.
Valero Energy Corp. (VLO) said Friday that its Ardmore, Okla., refinery has returned to planned rates after its main process units went down in early July. A July 4 power outage and fire shut down the crude and fluid catalytic cracking units at the refinery. Valero also restarted a hydrocracker unit at its Benicia, California, refinery following planned repairs that began on Aug. 3.
Exxon Mobil Corb. (XOM) said Aug. 10 that its Joliet, Illinois, refinery is running normally after repairs were made to the alkylation unit that leaked propane and sent two workers to the hospital on Aug. 6.
Flint Hill Resources notified environmental regulators over the weekend that it would be restarting its hydrocracker at its Corpus Christi, Texas refinery. Last month, Flint Hill notified the Texas Commission on Environmental Quality that the naptha hydrotreater, a hydrocracker and cyclic catalytic reformer will be shut as early as July 29; the work may also necessitate the shutdown a gas oil hydrotreater.
Sunoco Inc. (SUN) plans to start maintenance at its Toledo, Ohio, refinery this month, the company said Thursday. The work will last until mid-September. The company will also take down its FCCU for one month this quarter at its Philadelphia refinery.
