We too do not have steam purge on Charge pump isolation valves. I do not think that is required. With regard to you HC backing up problem, don’t you have a NRV in the steam purge line?

I will be against MOV installation on the relief line. As it seems, your drum cover opening is not remotely operated. Nonetheless, to check on H2S exposure to the crew, I would suggest some kind of drive in the Coke drum vent line that would drive off the steam/gases in the coke drum through the vent line to a safe location.

VR cut point should ideally be 540+ deg C. To mitigate coke fine problem you can also check on your Heater outlet temperature and Crude/VR composition.
